Immediately after the onslaught of Typhoon Yolanda, the Disaster Risk and Exposure Assessment for Mitigation (DREAM) Program, mobilized by the Department of Science and Technology (DOST) and the Office of Civil Defense (OCD), provided technical assistance in the rapid assessment of damaged infrastructures in the City of Tacloban.
Using WorldView Satellite Imagery, DREAM identified the damaged houses and infrastructures per barangay. The assessment data, presented to President Benigno Aquino III and the cabinet last December 2013, was utilized by the Department of Social Welfare and Development (DSWD), the Department of Education (DepEd), and the National Housing Authority (NHA) in their planning and rehabilitation efforts. Earlier this year, DREAM also presented the information to the then newly-appointed Rehabilitation Czar Panfilo M. Lacson of the Office of the Presidential Assistance on Rehabilitation and Recovery (OPARR).
